1. REGULATORY OVERVIEW:
BANKING & FINANCE
◾Sovereign Order no. 10.337 of 19 January 2024 setting the legal interest ratel
Sovereign Order no. 10.337 (JDM n° 8679 of 26 January 2024) set the legal interest rate (used to calculate interest on sums payable in the event of late payment), in all matters, at 5% per annum with effect from 1st February 2024 (compared with 4% since 1st August 2023).
◾Sovereign Order no. 10.831 of 19 September 2024 amending Sovereign Order no. 2.271 of 6 July 2009 relating to the determination of the usury rate, as amended
Sovereign Order no. 10.831 (JDM no. 8.714 of 27th September 2024) replaced Article 2 of Sovereign Order no.2.271 of 6 July 2009 relating to the determination of the usury rate. The ‘average rate charged under the same conditions by lenders acting in good faith’ has been amended for overdrafts (13.66%), personal loans (4.96%) and home loans (4.69%) for individuals, as well as overdrafts (6.59%) for businesses.
INDUSTRIAL & INTELLECTUAL PROPERTY
◾Sovereign Order no. 10.300 of 22 December 2023 setting the terms and conditions for the application of Law no. 1.526 of 1 July 2022 on resale rights
Sovereign Order no. 10.300 (JDM n°o. 8676 of 5 January 2024) set out the terms and conditions for the application of the resale right provided for in Article 11-1 of Law no. 491 of 24 November 1948 on the protection of literary and artistic works which was reformed by Law no. 1. 526 of 1st July 2022: works concerned, conditions and duration of authorisation to collect droit de suite, professional responsible for payment and terms of payment conditions of eligibility for droit de suite for non-Monegasque authors and co-authors and their successors in title.
◾Sovereign Orders no. 10.443 and no. 10.444 of 6 March 2024 amending Sovereign Order no. 6.722 of 26 December 2017 fixing the amount of fees applicable on completion of administrative formalities relating to industrial property, as amended
Sovereign Orders no. 10.443 and no. 10.444 (JDM n° 8686 of 15 March 2024) increased (from €5 to €20) the amounts of the fees applicable on completion of administrative formalities in industrial property matters (patents, trademarks, designs, models) set by Sovereign Order n° 6.722.
◾Ministerial Order no. 2024-470 of 9 August 2024 setting the rates payable to authors and holders of related rights for the recording of works and broadcasts
Ministerial Order no. 2024-470 (JDM no. 8708 of 16 August 2024) sets the scales of equitable remuneration due to copyright holders and holders of related rights for the recording of works and broadcasts (collected by SACEM MONACO), in return for the private copy exception.
FIGHT AGAINST MONEY LAUNDERING, THE FINANCING OF TERRORISM AND PROLIFERATION OF WEAPONS OF MASS DESTRUCTION, AND CORRUPTION
The following regulations have been adopted in response to the recommendations of the MONEYVAL Committee of the Council of Europe:
◾Sovereign Order n° 10.430 of 29 February 2024 amending Sovereign Order n° 8.635 of 29 April 2021 implementing Act n° 214 of 27 February 1936 revising Act n° 207 of 12 July 1935 on trusts, as amended
Sovereign Order no. 10.430 (JDM no. 8684 of 1 March 2024) strengthened the requirements for trusts in application of the new provisions of Law no. 207 as revised by Law no. 1. 559 of 29 February 2024 (Part IV): information that must be obtained, retained and kept permanently up to date by the trustee and, if the trustee is established or domiciled abroad, by its local representative, as well as that contained in the application for registration of a trust established or transferred in the Principality; access to information contained in the register of trusts; accounting and reporting obligations to the Department of Economic Development (DDE); supervision by the DDE and on-site inspections; penalties, etc.
◾Sovereign Order no. 10.451 of 15 March 2024 amending Sovereign Order no. 2.853 of 22 June 1962 implementing Law no. 721 of 27 December 1961 creating a trade and industry register, as amended
Sovereign Order no. 10.451 (JDM no. 8636 of 15 March 2024) strengthened the compliance with the recommendations of the MONEYVAL Committee of the measures already included in Sovereign Order no. 2.853 in order to ensure better transparency of legal entities and economic interest groupings (EIGs) registered in the Trade and Industry Register (RCI), following the adjustments made by Law no. 1.559 of 29 February 2024 (Part IV).
◾Sovereign Order no. 10.450 of 15 March 2024 amending Sovereign Order no. 3.573 of 11 May 1966 implementing Law no. 797 of 18 February 1966 relating to civil/non-trading companies, as amended
Sovereign Order no. 10.450 (JDM no. 8636 of 15 March 2024) also readapted the provisions previously included in Sovereign Order n° 3.573 in order to increase the transparency of non-trading companies entered in the Special Register, taking into account the adjustments resulting from Law no. 1.559 of 29 February 2024 (Part IV).
◾Sovereign Order no. 10.456 of 15 March 2024 amending Sovereign Order no. 10.115 of 14 September 2023 implementing amended Law no. 1.355 of 23 December 2008 on associations and federations of associations
Sovereign Order no. 10.456 (JDM no. 8637 of 22 March 2024) also reinforced the compliance with the recommendations of the MONEYVAL Committee of the new provisions of Sovereign Order no. 10.115 to increase the transparency of associations and federations of associations entered in the Special Register, following the updates of Law no. 1.559 of 29 February 2024 (Part IV).
◾Sovereign Order no. 10.455 of 15 March 2024 amending Sovereign Order no. 10.114 of 14 September 2023 implementing amended law n° 56 of 29 January 1922 on foundations
Sovereign Order no. 10.445 (JDM no. 8637 of 22 March 2024) readjusted the new provisions of Sovereign Order no. 10.114 concerning foundations, again with a view to ensuring full compliance with the recommendations of the MONEYVAL Committee, following the latest amendments made by Law no. 1.559 of 29 February 2024 (Part IV).
◾Sovereign Order no. 10.513 of 17 April 2024 amending Sovereign Order no. 2.318 of 3 August 2009 setting the conditions for application of Law no. 1.362 of 3 August 2009 on the fight against money laundering, terrorist and proliferation of weapons of mass destruction financing, and corruption, as amended
Sovereign Order no. 10.513 (JDM no. 8691 dated 19 April 2024) amended Article 36-3 of Sovereign Order no. 2.318 of 3 August 2009 setting the conditions for application of Article 53-2 of Law no. 1.362 relating to the control of the good repute of natural persons referred to in Article 1 of the said law, as well as persons providing effective management, members, shareholders and beneficial owners of undertakings and legal persons referred to in the same Article (assessment factors).
◾Sovereign Order no. 10.744 of 5 August 2024 amending Sovereign Order no. 9.729 of 1 February 2023 on the Committee for the Coordination and Monitoring of the National Strategy to Combat Money Laundering, the Financing of Terrorism, the Proliferation of Weapons of Mass Destruction and Corruption, as amended
Sovereign Order no. 10.744 (JDM no. 8712 of 13 September 2024) amends Sovereign Order no. 9. 729 of 1 February 2023 which established the Committee for the Coordination and Monitoring of the National Strategy to Combat Money Laundering, the Financing of Terrorism, the Proliferation of Weapons of Mass Destruction and Corruption under a strengthened regime, at the same time as the MONEYVAL evaluation: new members of the second college (in the advisory role of the first college); list of the main tasks of the Committee's Permanent Secretariat (inter-ministerial unit placed under the authority of the Minister of State).
SOCIAL
◾Ministerial Order no. 2024-504 of 19 September 2024 specifying the conditions for the management of emergency first aid for workers who are victims of an accident or are taken ill
Ministerial Order no. 2024-504 (JDM no. 8714 of 27 September 2024) sets out the conditions for providing emergency first aid to workers who have suffered an accident or are unwell. It will come into force on 27 September 2025, giving employers 1 year to comply with their obligations (first aid training, treatment rooms, etc.).
◾Ministerial Order no. 2024-619 of 4 November 2024 amending Ministerial Order no. 2016-425 of 1 July 2016 implementing Law no. 1.429 of 4 July 2016 on teleworking
Ministerial Order no. 2024-619 (JDM no. 8720 of 8 November 2024) amended article 1 (figure 3) of Ministerial Order no. 2016-425 relating to the compulsory mentions in contractual clauses on the conditions for performing teleworking. It is no longer necessary to mention the exact days of on-site/teleworking, but the ‘modalities of prior determination’ must be laid down.
◾Ministerial Order no. 2024-544 of 10 October 2024 amending Ministerial Order no. 2001-70 of 13 February 2001 on the protection of workers in hyperbaric environments, as amended
Ministerial Order no. 2024-544 (JDM no. 8717 of 18 October 2024) amended the regulations applicable to compressed air breathing for work in hyperbaric atmospheres in establishments and sites, which is now authorised up to a relative pressure of 5,000 hectopascals (5 bar) instead of 6,000 hectopascals (6 bar). Above that pressure, specific breathing mixtures must be used.
◾Ministerial Order no. 2024-148 of 15 March 2024 implementing Law no. 1.558 of 29 February 2024 introducing maternity leave for self-employed workers
Ministerial Order no. 2024-148 (JDM no. 8687 of 22 March 2024) implements Law no. 1.558 of 29 February 2024 instituting maternity leave for self-employed workers affiliated to CAMTI (JDM no. 8684 of 1 March 2024): extension of the period of leave beyond the basic 18 weeks, amount of the lump-sum daily allowance.
CRIMINAL
◾Sovereign Order no. 10.576 of 29 May 2024 amending Sovereign Order no. 15.457 of 9 August 2002 on international cooperation in seizure and confiscation as part of the fight against money laundering
Sovereign Order no. 10.576 (JDM no. 8698 of 7 June 2024) standardised the mutual legal assistance regime pursuant to three multilateral conventions of the United Nations and the Council of Europe, set out in Sovereign Order no.15.457 of 9 August 2002, with the ordinary law regime amended following the recommendations of the MONEYVAL Committee.
◾Sovereign Order no. 10.640 of 27 June 2024 implementing Law no. 1.555 of 14 December 2023 relating to compensation for victims of sexual offences, offences against children, domestic violence and other offences against the persons
Sovereign Order no. 10.640 (JDM no. 8702 of 7 July 2024) implements Law no. 1. 555 of 14 December 2023 which created a system of compensation by the State for victims of certain serious offences in order to compensate for the insolvency of the perpetrators, in line with Recommendation CM/Rec(2023)2 of 15 March 2023 of the Committee of Ministers of the Council of Europe to Member States on the rights, assistance and support of crime victims: determination and payment of compensation; application form for compensation and supporting documents that must accompany it.
◾Sovereign Order no. 10.530 of 23 April 2024 amending Sovereign Order no. 1.691 of 17 December 1957 regulating road traffic police (Highway Code), as amended
Sovereign Order no. 10.530 (JDM no. 8693 of 3rd May 2024) introduced new provisions into the Highway Code ("Code de la route") penalising the hindering stopping or parking of electric vehicles or rechargeable hybrid vehicles at a recharging point.
PROPERTY
◾Sovereign Order no. 10.745 of 5 August 2024 implementing Law no. 1.560 of 2 July 2024 governing the activity of property trader
Sovereign Order no. 10.745 (JDM no. 8708 of 16 August 2024) implements Law no. 1.560 of 2 July 2024 which provides an independent framework for the activity of property dealers: financial guarantee allocated to the payment of all or part of the registration duty in the event of default; professional indemnity insurance policy; compliance of the property with the electrical and energy standards in force.
TAXATION
◾Ministerial Order no. 2024-72 of 5 February 2024 amending Ministerial Order no. 2023-754 of 20 December 2023 setting the amount of the tourist contribution introduced by Chapter V of Law no. 1.548 of 6 July 2023 containing various tax provisions
Ministerial Order no. 2024-72 (JDM no. 8681 of 9 February 2024) amending Ministerial Order no. 2023-754 of 20 December 2023, halved the amounts initially set for 2024, after weighing up the economic interests of the State and the competitiveness of Monegasque hotel establishments in the light of the tourist taxes charged in the leading towns on the Riviera.
◾Sovereign Order no. 10.832 of 19 September 2024 on value added tax - Ministerial Order no. 2024-516 of 23 September 2024 on value added tax
Sovereign Order no. 10. 832 and Ministerial Order no. 2024-516 (JDM no. 8714 of 27 September 2024) transcribe new tax measures, respectively in the Sales Tax Code ("Code des taxes sur le chiffre d'affaires" CTCA) and in the Appendix to the Code, applicable when the chargeable event occurs on 1 January 2024 or on 1 January 2025 (basic VAT exemption; services distributed or made available virtually ; electric vehicles and recharging infrastructure; transport of equidae, teaching and practice of horse riding; video game competitions; certificates of guaranteed origin, capacity and production of renewable energy; agent of a taxable person who is neither established nor identified in Monaco or France; import VAT).
ENVIRONMENT
◾Ministerial Order no. 2024-530 of 3 October 2024 amending Ministerial Order no. 2018-613 of 26 June 2018 on the thermal characteristics of new buildings, renovations of existing buildings and extensions, as amended
Ministerial Order no. 2024-530 (JDM no. 8716 of 11 October 2024) requires a copy of the current energy audit, or the audit summary sheet, to be attached to any loan contract intended for the purchase or renovation of a property, any bank guarantee contract intended to cover the risk of non-payment by the tenant, or any real property security created in favour of a banking institution.
◾Ministerial Order no. 2024-116 of 22 February 2024 amending Ministerial Order no. 2008-481 of 1 September 2008 setting the environmental standard for taxis - Ministerial Order no. 2024-117 of 22 February 2024 setting the environmental standard for delivery vehicles
Ministerial Orders no. 2024-116 and no. 2024-117 (JDM no. 8684 of 1 March 2024) set the environmental standards for taxis and delivery vehicles (use of electric, hybrid or renewable energy vehicles, and conditions of use for internal combustion engine vehicles), as well as other technical characteristics (length, colour, etc.).
HEALTH
◾Ministerial Order no. 2024-554 of 10 October 2024 implementing Law no. 1.562 of 2 July 2024 on subsidiary medical cover
Ministerial Order no. 2024-554 (JDM no. 8717 of 18 October 2024) implements Law no. 1.562 of 2 July 2024 on subsidiary medical cover, a paying insurance scheme offered by the State from 1 January 2025 to Monegasques and foreign nationals who have been stable and regular residents of Monaco for at least 5 years, designed to make up for the lack of cover provided by the private sector, regardless of the beneficiary's means.
NEW TECHNOLOGIES
◾Ministerial Order no. 2024-164 of 22 March 2024 implementing Article 6 of Sovereign Order no. 8.504 of 18 February 2021 implementing Article 24 of Law no. 1.435 of 8 November 2016 on the fight against technological crime
Ministerial Order no. 2024-164 (JDM no. 8688 of 29 March 2024) set the conditions for the issue of the qualification of remote identity verification (PVID) service providers by the Director of the Monegasque Digital Security Agency (AMSN), including compliance with the requirements of the French ANSSI reference framework.
◾Sovereign Order no. 10.884 of 25 October2024 amending Sovereign Order no. 7.995 of 12 March 2020 establishing the Direction des Services Numériques, amended
Sovereign Order no. 10.884 (JDM no. 8719 of 1 November 2024) instructs the Direction des Services Numériques ('Digital Services Directorate') (under the authority of the Minister of State) to create and assign a digital identity to natural persons registered in a public service register, pursuant to Law no. 1.483 of 17 December 2019.
PUBLIC
◾Sovereign Order no. 10.845 of 1 October 2024 establishing a High Commission for the Protection of Rights and Mediation
Sovereign Order no. 10.845 (JDM no. 8717 of 10 October 2024) established the Haut Commissariat à la protection des droits et à la médiation ('High Commission for the Protection of Rights and Mediation') under a new legal framework that meets international standards, including a new mission to protect children's rights and an expanded mission to protect rights and freedoms with the ability to self-refer.
◾Ministerial Order no. 2024-189 of 8 April 2024 establishing the composition and the organisational and operating procedures of the disciplinary board of State contract agents
Ministerial Order no. 2024-189 (JDM no. 8690 of 12 April 2024) established the composition, the procedure before the conseil de discipline ("disciplinary board") and the system of disciplinary sanctions in application of Article 67 of Sovereign Ordinance No. 9,640 of December 23, 2022 containing general statutory provisions applicable to State contract agents.
◾Sovereign Order no. 10.943 of 20 November 2024 on the fight against animals that pose a threat to public hygiene or health - Ministerial Order no. 2024-648 of 20 November 2024 implementing Sovereign Order no. 10.943 of 20 November 2024 on the fight against animals that pose a threat to public hygiene or health
Sovereign Order no. 10.943 and Ministerial Implementing Order no. 2024-648 (JDM no. 8723 of 29 November 2024) provide owners and syndicat des copropriétaires ("condominium associations") with the measures to be taken to prevent the appearance and development of animals considered harmful in the common areas of a building, as well as the project owners of any demolition site or construction of a building.
◾Ministerial Order no. 2024-193 of 15 April 2024 relating to the publication of the official population figure of the Principality of Monaco
Ministerial Order no. 2024-193 (JDM no. 8692 of 26 April 2024) published the official population figure of the Principality of Monaco for the year 2023: 38,367 people (39,050 in 2022). The IMSEE calculation is based on the records of the Monaco City Hall, the Public Safety Department and the Department of National Education, Youth and Sports.
JUSTICE
◾Sovereign Order no. 10.531 of 23 April 2024 amending Sovereign Order of 2 July 1866 on tariffs in civil, commercial, criminal and correctional matters, amended
Sovereign Order no. 10.531 (JDM no. 8693 of May 3, 2024) updated Articles 155 and 156 of the Sovereign Ordinance of July 2, 1866, as amended, relating to the tariffs for written translations, oral translations and the costs of interpreter-translators called before the Attorney General, judicial police officers or their assistants, before the investigating judge or before the criminal courts.
◾Sovereign Order no. 10.550 of 10 May 2024 amending Sovereign Order no. 8.609 of 12 April 2021 establishing a Monegasque Institute for Training in the Judicial Professions, amended
Sovereign Order no. 10.550 (JDM no. 8695 of 17 May 2024) amended Sovereign Order no. 8.609 of 12 April 2021 establishing an Institut Monégasque de Formation aux Professions Judiciaires ('Monegasque Institute for Training in the Judicial Professions'), which has the new mission of organising training courses in connection with the public justice service. The other amendments concern its scientific council (composition, steering committee of the Monegasque law review), and the fees collected.
REGULATED PROFESSIONS
◾Order of Architects of the Principality of Monaco (Ordinance-Law no. 341 of 24 March 1942) - Internal Regulations
It has been added to the Internal Regulations of the Order of Architects approved by the Government (JDM no. 8682 of 16 February 2024) and annexed to Ordinance-Law no. 341 of 24 March 1942 (conditions for practicing the profession of architect, role and operation of the Order, fraternity, ethics), that the Order transmits the standard contract binding the architect to his client to the Government, for advice and consideration of its recommendations for the purposes of its publication in the Official Journal (point 1.23).
◾Ministerial Order no. 2024-30 of 24 January 2024 implementing Law no. 1.556 of 14 December 2023 relating to the practice of veterinary medicine and surgery
Ministerial Order no. 2024-30 (JDM no. 8680 of 2 February 2024) sets the conditions for the application of Law no. 1.556 of 14 December 2023, which filled a legal void by specifically organizing and regulating the veterinary profession: Veterinary Diploma Verification Commission, maximum number of collaborating or salaried veterinarians, list of equipment necessary for the operation of a veterinary clinic.
Finally, the following regulatory texts allow the practice in association, on a liberal basis, of medical auxiliaries, in accordance with article 5 of Sovereign Order no. 9.689 of 20 January 2023:
◾Sovereign Order no. 10.730 of 27 July 27 2024 relating to the modalities of association between nurses - Sovereign Order no. 10.971 of 5 December 2024 amending Sovereign Order no. 10.730 of 27 July 2024 relating to the modalities of association between nurses
Sovereign Order no. 10.730 (JDM no. 8706 of 2 August2024) amended by Sovereign Order no. 10.971 (JDM no. 8726 of 20 December 2024) regulates the association of a nurse authorised by ministerial order to practice his/her profession on a liberal basis (holder) with one or two nurses (associates).
◾Sovereign Order no. 10.968 of 5 December 2024 relating to the modalities of association between midwives
Sovereign Order no. 10.968 (JDM no. 8726 of 20 December 2024) regulates the association of a midwife authorised by ministerial order to practice his/her profession on a liberal basis (holder) with one or two midwives (associates).
◾Sovereign Order no. 10.969 of 5 December 2024 relating to the modalities of association between orthoptists
Sovereign Order no. 10.969 (JDM no. 8726 of 20 December 2024) regulates the association of a orthoptist authorised by ministerial order to practice his/her profession on a liberal basis (holder) with one or two orthoptists (associates).
◾Sovereign Order no. 10.970 of 5 December 2024 relating to the modalities of association between chiropodists-podiatrists
Sovereign Order no. 10.970 (JDM no. 8726 of 20 December 2024) regulates the association of a chiropodist-podiatrist authorised by ministerial order to practice his/her profession on a liberal basis (holder) with one or two chiropodists-podiatrists (associates).
◾Sovereign Order no. 10.967 of 5 December 2024 amending Sovereign Order no. 6.902 of 27 April 2018 relating to the terms of association between physiotherapists, amended
Sovereign Order no. 10.967 (JDM no. 8726 of 20 December 2024) aligns with the texts applicable to other medical auxiliaries, the existing regulations for the association of a physiotherapist authorised by ministerial order to practice his/her profession on a liberal basis (holder) with one or two physiotherapists (associates).

2. INTERNATIONAL OVERVIEW
SOCIAL (ITALY, FRANCE)
◾Sovereign Order no. 10.558 of 16 May 2024 implementing Addendum no. 1 to the General Agreement on Social Security between the Principality of Monaco and the Italian Republic of 12 February 1982, signed in Monaco on 10 May 2021
Sovereign Order no. 10.558 (JDM no. 8696 of 24 May 2024) rendered enforceable Addendum no. 1 to the General Agreement on Social Security between Monaco and Italy, with effect from 1 June 2024, taking into account cross-border teleworking and defining the social security legislation applicable in this case.
◾Ministerial Order no. 2024-149 of 15 March 2024 approving the agreement between the Fédération Agirc-Arrco and the Caisse Monégasque de Retraite Complémentaire relating to the withdrawal of Monaco from the French Agirc-Arrco scheme
Ministerial Order no. 2024-149 (JDM no. 8688 of 29 March 2024) approved the Agreement between the Fédération Agirc Arrco and the Caisse Monégasque de Retraite Complémentaire (CMRC) for private sector employees, which sets out the practical arrangements for the transfer of rights and all operations, including financial ones, between Agirc-Arrco and the CMRC, in accordance with article 39 of Law no. 1. 544 of 20 April 2023 establishing CMRC and Article 7§4 of the National Interprofessional Agreement (ANI) of 17 November 2017 relating to the French AGIRC-ARRCO supplementary pension scheme.
INTERNATIONAL TAX COOPERATION (CRS)
◾Sovereign Order no. 10.641 of 27 June 2024 amending Sovereign Order no. 6.208 of 20 December 2016 implementing the Convention on Mutual Administrative Assistance in Tax Matters, the Multilateral Agreement between competent authorities on the automatic exchange of information on financial accounts and the Protocol amending the Agreement between the European Community and the Principality of Monaco providing for measures equivalent to those laid down in Directive 2003/48/EC
Sovereign Order no. 10.641 (JDM no. 8702 of 7 July 2024) remodelled the regime of administrative penalties (pecuniary) applicable to Monaco's reporting financial institutions (DFIs) in the context of the automatic exchange of information on financial accounts, set by Sovereign Order n° 6.208 of 20 December 2016.
◾Ministerial Order no. 2024-734 of 20 December 2024 implementing Sovereign Order no. 6.208 of 20 December 2016 implementing the Convention on Mutual Administrative Assistance in Tax Matters, the Multilateral Agreement between competent authorities on the automatic exchange of information on financial accounts and the Protocol amending the Agreement between the European Community and the Principality of Monaco providing for measures equivalent to those laid down in Directive 2003/48/EC, as amended
Ministerial Order no. 2024-734 (JDM no. 8727 of 27 December 2024) sets out the list of reporting jurisdictions (for which Monaco will provide information) and the list of partner jurisdictions (which have undertaken to provide information to Monaco) for the automatic exchange of information relating to financial accounts, with effect from 1 January 2025.
CONSULAR SERVICES
◾Sovereign Order no. 10.605 of 10 June 2024 delimiting eleven consular districts in the United States of America
Sovereign Order no. 10.605 (JDM no. 8699 of 14 June 2024) increased the number of consular districts (geographical area of administrative jurisdiction of the consulate) in the United States of America to 11, with the addition of Seattle (States of Washington, Oregon, Idaho and Montana).
◾Sovereign Order no. 10.821 of 5 September 2024 amending Sovereign Order no.15.881 of 22 July 2003 fixing the tariff of sovereign chancery fees, as amended
With effect from 1st November 2024, Sovereign Order no. 10.821 (JDM no. 8712 of 13 September 2024) increased by 10 euros the tariffs of fees charged for civil status and administrative documents carried out by Monaco's diplomatic and consular Chancelleries, set by Sovereign Order no. 15.881 of 22 July 2003, as amended.
FIGHT AGAINST VIOLENCE AGAINST WOMEN AND DOMESTIC VIOLENCE (GREVIO)
◾Monaco's first thematic evaluation report, GREVIO(2024)3, 12 September 2024
Within the framework of the Council of Europe Istanbul Convention of 11 May 2011 on preventing and combating violence against women and domestic violence, GREVIO has published its report on Monaco for the first thematic evaluation cycle ‘Building trust by delivering support, protection and justice’, as well as Monaco's observations on the said report. The report describes the situation observed by GREVIO up to 22 March 2024, and where appropriate takes account of relevant developments up to 21 June 2024.
FIGHT AGAINST CORRUPTION (GRECO)
◾Monaco 5th Round Evaluation Report, GrecoEval5Rep(2023)8, 24 July 2024
In the framework of the Council of Europe Criminal Law Convention on Corruption of 27 January 1999, GRECO adopted on 21 June 2024 the 5th Round Evaluation Report on Monaco on the subject of ‘Prevention of corruption and promotion of integrity within central government (senior executive functions) and law enforcement agencies’ (published on 24 July 2024). The Monegasque authorities have 18 months to submit their report on the measures adopted to implement GRECO's recommendations, i.e. until 31 December 2025.
FIGHT AGAINST MONEY LAUNDERING, THE FINANCING OF TERRORISM AND PROLIFERATION OF WEAPONS OF MASS DESTRUCTION (FATF, MONEYVAL)

Ministerial Order no. 2024-756 (JDM no. 8727 of 27 December 2024) sets out the national list of States or territories whose systems for combating money laundering, terrorist financing or corruption are strategically deficient, in accordance with the FATF's investment decisions (Plenary meetings of 26-28 June 2024 and 23-25 October 2024) and the European Union's list.
◾Monaco placed under enhanced scrutiny (grey list), FATF Plenary, 28 June 2024
The FATF statement accompanying the grey-listing includes a brief summary of recent actions taken by Monaco and a list of outstanding strategic deficiencies relating to the effectiveness of its anti-money laundering, countering the financing of terrorism and countering proliferation that need to be addressed in order to graduate from the list. Monaco's report on the timetable for action is due in January 2026.
◾First Enhanced Monitoring Report & Reassessment of Monaco's Technical Compliance Ratings, MONEYVAL(2024)20, 10 December 2024
MONEYVAL adopted Monaco's First Monitoring Report on 4 November 2024 (published on 10 December 2024) which notes the improvement in technical compliance and favourably reassesses 15 Recommendations (compliant or largely compliant). Monaco remains under the enhanced monitoring procedure and must continue to notify MONEYVAL of the progress made.
